If the silent block is with an outer cage, then you will also have to saw through the outer cage of the old silent block to the lever with a hacksaw, and then remove it.

During site preparation
The seat, it does not matter, whether it is for a polyurethane insert without a clip, or for a silent block with an outer clip, should be practically polished: without rust, dirt, surface damage. In a garage environment, this is done with a round file inside and around the edge to remove bumps and burrs. If this is not done well enough, when installing a new silent block, you can damage it or the seat.
Final step: pressing
If the diameter of the new silent block matches the diameter of the seat, the surfaces are cleaned and lubricated, then the fixation will occur reliably, and this will ensure the correct operation of the assembly and reduce its wear. Therefore, the stage of mounting the silent block on the seat is very important.
It is especially important to center the system when pressing in order to avoid distortion. Can you be sure of this using a homemade design for pushing a silent block? But what if the diameter of the polyurethane insert of the silent block without the outer clip is slightly larger, and it will have to be pressed in with a cone nozzle or to correct the stuck edges with a screwdriver? The risk of damaging a brand new part without the possibility of its warranty exchange increases.
